Headquartered in Oeiras, Tecnovia is a reference contractor in the civil construction and public works sector in Portugal. The company’s path began in Portugal in the 1960’s and currently operates in all areas of engineering and construction, in three continents. With about 2600 employees, 1300 heavy equipment, and more than 20 industrial sites that provide aggregates, concrete and bituminous mixtures. From small projects and local solutions to large construction projects, we are proud of our contribution to society’s development. The Private Hospitals of Madeira and the Azores, the Bridge over the Cuito River, in Angola, the Sports Vila of Cochabamba, in Bolivia, the expansion of the railway platform of the Sines Port XXI Terminal and the paving of the Portimão Race Track for the F1 and Moto GP 2020 races, stand out among the most recent and impactful projects.


His passion for heavy equipment led José Guilherme Jorge da Costa, founder of Tecnovia, to initiate an activity in the world of construction, at only 23 years old. Materials supply and earthworks were the core activities at the time. The following years were years of growth, portfolio diversification and geographic expansion. In the 70’s, Tecnovia expanded its activity to the Autonomous Regions of Azores and Madeira, in the 90’s internationalized to Angola and in the next two decades it expanded to Morocco, Cape Verde, Ecuador and Bolivia.

Our policy of human resources qualification and investment in own equipment, quarries, and manufacturing plants, gave us a self-sufficiency that still today, distinguishes us from the competition.

The permanent challenge of being more competitive and innovative, the determination, resilience and quality in execution constitute a legacy followed by all employees and by the second generation of the Costa family, who currently run the company.


In early 2020, Tecnovia started a profound digital transformation squad partnering with key stakeholders. Focusing on digitization, processes improvement and agility, having key-data information available anywhere, 24/7, is fundamental for the increase of organizational efficiency and productivity.

Aware of the multiple challenges of this process, we are committed to the success of this transformation, essential for increasing our competitiveness in a world of rapid and, sometimes, disruptive changes, such as those due to Covid 19.

One of the ongoing projects that we highlight is the construction of the new headquarters building of Oeiras Municipality.
Located next to Oeiras Parque, the work includes the construction of outdoor spaces and an office building, a tower with 16 floors above the ground and 3 basement floors, with a gross construction area of 45,065 m2.

This is our first project using BIM – Building Information Modelling. Integrating all aspects of project execution, BIM will optimize the construction, management, development and subsequently the maintenance of the building.

It is a challenging project, which will reinforce Oeiras as one of the most innovative municipalities in the country. Building this legacy in our municipality is an additional motivation for us and we will do our best to make it a success.

Built by Tecnovia in 2009, Passeio Marítimo de Oeiras – Paço de Arcos is one of the most used leisure spaces in the municipality
