From neighborhood startups to growing enterprises, entrepreneurs across Baltimore are creating jobs and investing in their communities. Connecting those founders to the resources needed to sustain that momentum became the challenge Baltimore City Chamber of Commerce set out to solve.
Sustainable pathways to wealth have remained central to the organization’s mission since its earliest days. Rather than leaving business owners to navigate a fragmented ecosystem on their own, the company concentrated on strengthening the infrastructure around them.
“We saw incredible talent throughout Baltimore, but too many entrepreneurs were forced to piece everything together themselves,” says Executive Director Tiffany Bethea. “Our goal has always been to create the support systems that make growth possible.”

Building Connections That Matter
A fragmented entrepreneurial ecosystem created an opportunity for the company to evolve into far more than a traditional chamber. Through its work as a connector, advocate, and program builder, the organization has focused on creating long-term opportunities for Baltimore’s entrepreneurs.
Despite the abundance of programs available throughout Baltimore, entrepreneurs often struggled to navigate disconnected resources and support systems. Networking events and generalized advice alone would not solve the problem, prompting the company to pursue a different approach.
“We wanted to become the connective tissue for the ecosystem,” she explains. “Entrepreneurs deserve support that reflects where they are in their journey, not one-size-fits-all solutions.”
Across Baltimore, the same philosophy continues to shape the organization’s programs and partnerships.
Designing From the Gap
Many of the company’s programs and initiatives emerged from the day-to-day challenges entrepreneurs encounter while building their businesses. One result was The Founders Compass, among the organization’s most significant innovations.
The Founders Compass maps the entrepreneurial journey from startup through growth, scale, and eventual exit. The model connects business owners with the resources and relationships they need at each stage, providing guidance that evolves alongside their companies.
“We stopped asking how to support entrepreneurs in general and started asking what individual business owners actually needed,” she says. “That shift changed everything. Founders need clarity as much as they need capital, and the right guidance at the right moment can change the trajectory of a business.”
Beyond scheduled events, members can stay connected through an online community designed to encourage collaboration and ongoing engagement. Members can collaborate, share insights, and build relationships throughout the year, providing continuity that many entrepreneurs previously lacked.
“Some of the most meaningful innovation comes from designing systems that work better for people,” she says. “Meeting business owners where they are can be transformative.”

From Support to Infrastructure
Addressing gaps within the ecosystem clarified the organization’s role within Baltimore’s entrepreneurial landscape and sharpened its focus on designing better solutions. In practice, the company moved beyond broad solutions and concentrated on intentional gap-filling. In the process, the organization strengthened its identity while expanding its influence across the ecosystem.
Media partners, workforce organizations, community development financial institutions, city agencies, and anchor institutions have been brought together around a shared objective.
“No single organization can build an ecosystem on its own,” she says. “Lasting change happens when people and institutions commit to working together around a common purpose. Our ecosystem becomes stronger when organizations work together. Collaboration creates opportunities that no single institution can deliver alone.”
The company is also working to bring Baltimore’s fragmented conference landscape together through a flagship event designed to tell a stronger and more unified story about the region’s entrepreneurial strengths.
“Baltimore has an incredible story to tell,” she says. “Bringing people together around that story creates momentum for everyone.”

Strengthening Baltimore’s Innovation Ecosystem
When entrepreneurs succeed, the benefits extend well beyond individual businesses, creating jobs and expanding opportunities throughout Baltimore’s communities. Supporting those efforts ultimately contributes to the city’s long-term vitality.
“We believe Baltimore’s future will be shaped by the people building businesses here every day,” Tiffany says. “Our responsibility is to make sure they have the resources to finish what they started.”
The company continues to invest in The Founders Compass with the goal of creating an ecosystem where entrepreneurs can enter at any stage and find a clear path forward. A fully integrated support network remains the long-term goal, ensuring founders do not have to face growth challenges in isolation.
By closing the gaps that too often slow entrepreneurial growth, Baltimore City Chamber of Commerce is helping ensure that the city’s builders have the support they need to turn ambition into lasting prosperity. Entrepreneurs across Baltimore are gaining access to relationships, resources, and support systems needed to build lasting businesses.
