Long before innovation becomes a product or a breakthrough technology, it often begins with a different question: What becomes possible when people are given the opportunity to be seen for their abilities rather than their limitations?

For more than four decades, Athelas Institute has worked to answer that question. Across Maryland, individuals with intellectual and developmental disabilities have found pathways to employment, independence, community engagement, and personal growth through programs designed to expand opportunity rather than define boundaries.

Behind that work sits a belief that continues to shape the organization’s direction: talent and ambition can be found everywhere, yet access often remains uneven.

“Athelas has never been about maintaining the status quo,” says CEO Chantelle Taylor. “The goal has always been to ask what more is possible and then build the supports, partnerships, and opportunities that help people reach it.”

Reimagining What Support Can Be

Rather than fitting individuals into predefined systems, the organization has spent years rethinking how support is designed. At the center of that evolution sits a commitment to listening. As expectations around independence, employment, and self-direction have shifted, the organization has adapted its programs to reflect those changes. Support is increasingly shaped around personal goals, individual preferences, and long-term outcomes rather than one-size-fits-all solutions.

Whether developing employment opportunities, expanding communitybased services, or strengthening behavioral health supports, the organization focuses on creating structures that allow individuals to exercise greater choice over their lives.

“People want the same things most of us want,” she says. “They want meaningful work, strong relationships, independence, and the ability to make decisions about their own future. Everything we do starts with understanding that.”

Building Pathways to Employment

Few opportunities shape independence more powerfully than meaningful work. Far more than a source of income, meaningful employment can strengthen confidence, encourage connection, and open pathways to greater independence. Recognizing that reality, the organization has invested heavily in programs that connect individuals with opportunities across a wide range of industries.

Bringing those opportunities to life requires collaboration between employers, workforce partners, support professionals, and participants themselves. Rather than focusing on barriers, the organization concentrates on capability.

“Employment changes lives,” she says. “When someone discovers their strengths, contributes to a team, and earns their own income, the impact extends far beyond the workplace.”

Innovation Through Person-Centered Services

Across the disability services sector, growing expectations around personalization have reshaped how support is delivered. Individual goals, challenges, and aspirations rarely follow the same path. Recognizing that reality has pushed the organization to develop more flexible and responsive support systems.

Recent years have brought expanded opportunities for people who selfdirect their Medicaid services, giving individuals greater control over how resources are allocated and how support is delivered. The organization has continued adapting to meet those evolving expectations.

“We have seen people become stronger advocates for themselves and for the lives they want to build,” she says. “Organizations have to be prepared to listen, respond, and evolve alongside them.” Meeting people where they are, while supporting where they hope to go, remains central to the organization’s approach.

Leadership Grounded in Experience

Long before assuming the CEO position, Chantelle had already spent years helping shape the organization’s direction. After joining the organization in 2008, she advanced through several leadership positions before becoming CEO in 2022. Years spent working across multiple leadership roles helped shape her approach to leadership.

Throughout the organization, collaboration remains a defining principle. Team members are encouraged to contribute ideas, identify opportunities for improvement, and help shape the direction of programs and services.

“Some of the best ideas come from the people doing the work every day,” she says. “Creating a culture where people feel heard allows innovation to happen at every level of the organization.”

Industry recognition followed, including honors as one of Maryland’s Leading Women Under 40 and one of Maryland’s Most Admired CEOs. Yet the focus remains firmly on the mission itself and the people the organization serves.

Expanding What Comes Next

Changing expectations around disability services are reshaping conversations about inclusion, employment, and community participation across the country. That shift reinforces a responsibility that has guided the organization for decades. Looking ahead, that commitment continues to shape the organization’s direction.

Across Maryland, lives continue changing in ways that often begin quietly. A first paycheck brings new confidence. Meaningful work strengthens independence. Being recognized for one’s abilities can reshape what feels achievable, both for the individual and for the people around them. Viewed together, those moments tell a larger story about inclusion, dignity, and human potential.

“Our responsibility is to keep creating opportunities,” Chantelle says. “The work is about helping people build the lives they want for themselves.”

For Athelas Institute, success has never been measured solely by programs or services. It can be found in barriers lowered, confidence gained, and lives shaped by greater choice and participation. Each person who discovers a pathway forward reinforces a belief that has guided the organization from the beginning: communities become stronger when more people are able to contribute their talents, pursue their goals, and take part in the life around them.
