Headquartered in the Tacony section of Philadelphia for more than 70 years, the company plays a critical role in supporting the U.S. Department of War, manufacturing the equipment for armament and ground support that enables mission readiness across global operations.

Founded in 1954, DeVal built its reputation through precision machining, fabrication, and manufacturing. Its capabilities expanded in the 1980s to include remanufacturing of Navy support equipment, supporting aircraft carriers and weapons systems at scale. This early focus on sustainment positioned the company as a long-term contributor to operational availability across the fleet.

In 2017, DeVal entered a new phase of growth under the leadership of Sam Thevanayagam. Acquired out of bankruptcy, the company was rebuilt with a focus on restoring capability, adding jobs, developing people, and expanding its role within the defense industrial base. Since that time, DeVal has achieved more than 500% growth, created over 100 jobs, and expanded its footprint with a 40,000 square foot facility addition in 2024.

Today, DeVal operates as a full-service original equipment manufacturer and partner for mission-critical systems. Its portfolio includes munitions trailers, bomb hoists, weapon transport systems, cargo loaders, and maintenance platforms that enable safe handling, efficient maintenance, and sustained operational capability across mission critical military assets.

Innovation at DeVal Lifecycle Support is driven by the need to solve real sustainment challenges with speed, precision, and reliability. The company applies advanced manufacturing and engineering approaches to modernize legacy systems and improve performance across the lifecycle. This includes the use of digital engineering practices, data-driven process control, and rapid prototyping to accelerate development timelines and reduce risk.

Across the defense industry, technologies such as additive manufacturing and digital modeling are transforming how parts are developed, validated, and produced on demand, enabling faster response to supply chain disruptions and evolving mission requirements. As a Small Business Administration Historically Underutilized Business Zone (SBA HUBZone) certified manufacturer, DeVal is intentionally building opportunity within Philadelphia. With 44 percent of its workforce residing in HUBZone communities, the company focuses on creating high-skill, good-wage manufacturing careers across disciplines including CNC machining, welding, assembly, engineering, quality, supply chain, and logistics. These roles are not transactional jobs. They are structured career paths designed to build technical expertise and long-term stability.

Workforce development is embedded into daily operations. DeVal invests in innovative internal training, certification pathways, and hands-on skill development that allow employees to advance within the organization. Programs supporting English language development, financial literacy, and homeownership create additional stability for employees and their families, strengthening retention and long-term growth and further developing our HUBZone community.

This focus directly supports one of the most pressing challenges in national defense: rebuilding the industrial workforce.

DeVal actively partners with the U.S. Navy and regional stakeholders to strengthen the talent pipeline required to sustain fleet readiness. Through collaboration with local schools, technical programs, and workforce development organizations, the company is helping introduce new talent to manufacturing careers while aligning training with real-world defense requirements.

These efforts contribute to a broader objective: increasing capacity within the defense industrial base while ensuring that capability remains domestic, reliable, and scalable.
