For nearly every retiring American, Medicare is both universal and universally complex. Yet, Medicare enrollment remains broken, and the program is near-impossible to navigate. Anyone who has signed up for Medicare or helped a loved one knows this reality firsthand.

The problem is so bad that nearly 40% of the people who choose coverage through the largest brokerages dis-enroll from that coverage within a year.

Chapter is a new type of Medicare navigation platform that puts consumers’ interests first. Cobi Blumenfeld-Gantz started the company in 2020 after seeing his family struggle with Medicare. His mom spent three full weeks on the phone with various organizations and companies trying to understand the options for her father and how to enroll him. Even she became confused as she tried to help him to avoid late sign-up penalties and to find coverage that included his doctors, prescriptions, and other needs.

As Cobi’s parents enrolled in Medicare for themselves, they faced a similar maze: nearly missing deadlines, scrambling to enroll, and filling out piles of paperwork. Worst of all, they could only hope that they made the right choice; it was hard to be sure.

Unfortunately, when they finished, they had enrolled in a plan that was more expensive than alternatives for the same coverage.

The Medicare industry is constructed to prioritize the profits of insurance carriers over the needs of Americans. Chapter is changing that.

“Before Chapter, those navigating Medicare faced two bad options: work with a traditional broker, or try to navigate the maze alone,” said Chapter’s Founder. He said traditional brokers follow financial incentives (commissions) to make recommendations that are not necessarily in their clients’ best interests, and Medicare.gov and other resources available to consumers are inadequate in providing recommendations.
